LEUPP — The smell of homemade fry bread wafted through the one-room house in Black Falls as dozens of people sat in mismatched chairs on a dirt floor. Many who stood and spoke needed a translator to get their point across, but all of them stood for the same thing: We need help.

Some people living in the western agency don’t have electricity or clean water to drink. Living decades in the former Bennett Freeze area, their remotely located homes lack many commodities others take for granted, but that is slowly changing.
