Time to vote Copyright © 2009 GALLUP In addition to District 1 deciding on Mike Enfield or Bill Nechero and District 3 deciding on Emmett Bryan Wall, Steven F. Seeger or Pat Butler, voters from all council districts will vote on the following Charter Amendment: Shall Article VI, Section 6 (A) of the Gallup City Charter be amended to read: If no candidate receives less than 40 percent of the votes cast for a particular office, and the second place candidate receives less than 10 percent fewer of the votes for a particular office than the leading candidate, a runoff election shall be held within (30) days after certification of the results of the election. The two (2) qualified candidates who receive the highest number of votes cast for the office shall automatically become the candidates in a runoff election without filing a declaration of candidacy. The bold wording is the proposed new language to be added. Absentee voting in the city clerks office at city hall on Second Street and Aztec Avenue is being conducted from 8 a.m. to 5 p.m., Monday through Friday, ending at 5 p.m. March 6, according to a news release from the city clerk. According to the city clerks office there are 11,891 registered voters in the city limits; 3,068 in District 1, 2,588 in District 2, 3,422 in District 3, and 2,813 in District 4. The inclusion of the charter amendment means all council districts will vote and city precincts will be consolidated. Polls will be open from 7 a.m. to 7 p.m., on Tuesday.
