WINDOW ROCK — Here is the summary of Thursday's Navajo Nation Council actions during the second day of a three-day special session:

  • By a 61-0 vote, accepted the Water Rights Commission report on the proposed San Juan River settlement. (See related story.)

  • By a 41-31 vote, tabled and thus killed the proposed six-year capital improvement plan with a directive for the Transportation-Community Development Committee to return with a complete and properly prepared plan for the fall session in October.

  • By a 21-36 vote, rejected a bill to take 10 percent of the gross general fund and require it be used for capital improvements.

  • By a 74-0 vote, adopted the condolence resolution for the late Benjamin Curtis, one of the two delegates for the Ganado and Kinlichee chapters. He served on the 15th, 17th, 18th and 20th Councils, beginning in 1983, serving on the Ethics-Rules, Judiciary and Public Safety committees. He was the vice-chair of the seven-member Public Safety committee when he died. Curtis, noted for his cheerfulness, also was nicknamed "Coach" for organizing the council's men's basketball team.

  • Speaker Lawrence Morgan opened the day's business at 20:25 a.m. with 50 delegates answering the roll call, with lunch from 11:45 a.m. to 2 p.m. when 63 members answered the roll call. He recessed at 7:05 p.m.

Of the nine matters on the agenda, four remain to be addressed today (Friday).

They include raising the debt limit three-fold to 25 percent of the general fund, repealing the gambling referendum and reclaiming the approximately $194,000 allocated for it, firing Attorney General Louis Denetsosie and adopting the fiscal year 2003 audit.
